This is the product of our PROCEPT panel - a single flowing idea presented in a banner panel format. 

Development of Panel Diagrams

Identification of the core value - UNITY:
This series of diagrams relates to how we identified and developed a level below our strategy, before we were able to develop a capital strategy it was critical to identify what capital issues are facing the current governmental system. We identified that social values are something common throughout the nation, however in its present form different levels of government struggle to deal with many social values effectively. The gap we identified was one of communication between the differing levels of government - if we could somehow fill this gap we believe we can contribute to unification of the nation, hence our core value of UNITY.

Physical + Theoretical Infrastructure:

To ground our infrastructure we developed a concept which incorporated both a physical + theoretical infrastructure framework. Each framework was given equal importance and identified elements which when combined as a whole, will produce an architectural product. The physical aspect was deemed as being the presence portion of the proposal and the theoretical aspect was seen as forming the identity portion.

Therefore a bringing together - a unified approach - of physical + theoretical = presence + identity for our nation. The intention is that this framework can be applied to the design of any partial parlimentary structures distributed throughout the nation. This will form the basis for each of our group members briefs as we move into the design phase of our projects.

Architectural Type + Purposes

The diagram below is an illustration of what our physical/theoretical proposal is to be: a series of distributed partial 'parliments' or partial 'capitals' which aim to close the gap between the public and our federal government. It would be an initative that will aim to create an environment which can foster and develop a strong and ongoing relationship between the public and the federal government - by first utilising our distributed strategy framework of Equality; Continuity; Place; and Space.

Here is the culmination of investigation into what a distributed strategy might look like when developed for as part of an architectural proposal framework:


As can be seen above, this was an exercise in firstly interpreting what distribution means and then developing a process for each part - thus setting a series of architecturally achievable outcomes. These were: the act of Sharing = Equality; the act of Connection = Continuity; the act of Functioning = Space; and the act of Locating = Place.

The 'Gap'

After researching the current make up of the Australian governmental system, it was interesting to identify that there is a gap between the Australian public and the federal government.

Australian Government - Structure and the Constitution

Gathered here is some insight into how the current Australian government came into being and how it is structured.

Formal name: Commonwealth of Australia
Form of government: Constitutional monarchy. Constitution is about powers and procedures (in other words laws); and we are a monarchy because the Queen (Queen Elizabeth II) is the head of state of Australia.

The Commonwealth of Australia was formed in 1901 from a grouping of 6 independent British states. This grouping is known as 'Federation' because it created a Federal governmental system.

There are 3 basic levels of government in Australia - Federal, State and Local.
  • Federal level is made up of 3 arms. These are the legislature (parliament) which is responsible for introducing laws under section 51 of the constitution; the executive which is responsible for upholding the laws (ministers are members if the legislature & the executive); and the judicary which is indepentdent to both the legislature and the executive as it is responsible for enforcing the law and deciding if the other 2 arms are acting within their powers.
  • State level is also made up of the 3 arm system. The state system has the power to make their own laws for matters which fall outside section 51 of the Constitution.
  • Local level is made up of 2 arm system only (legislature and executive) as the state keeps responsibility for the judicial system. The states that create the local governments determine the power they hold. Their purpose is to take responsibility for community services.

    Four Strategies: Exploration

    To kick off the expedition we (group of 3 students) were charged with re-imagining the Australian Capital (based on the following competition http://www.capithetical.com.au/ ) through the exploration of four broad strategies:
    • Flexible
    • Distributed
    • Mobile
    • Virtual
    This exploration lead to the following conclusions:

    Flexible
    What can flexible be associated with? Adapability to different circumstances (uses); it could be something that is pneumatic or retractable; it may mean different things to different people.

    Diagram 1: Is it stronger to have an outcome that is intentionally or accidentially flexible? There might be an opportunity to allow the exploration of both to come to an outcome. Should we design literally or for the possibility?

    Distributed
    What can distributed be associated with? Sharing something and the proximity of that something; it could be the way that something is done.

    Diagram 2: Distrubuted element may strengthen the relationship between the public and the Australian government.

    Mobile
    What can mobile be associated with? Expression; fluidity; movement.


    Diagram 3: Mobile architecture could encourage an expressive outcome that is philosophically based encompassing culture and form. It could have a fluid function which instills efficiency. Or it could be movable and communicative.

    Virtual
    What can virtual be associated with? Something that is always changing, never quite real, illusionary; it might mimic something else; it offers potential reality, what somethng could be.
